The nation of Portugal is alarmed at this information and the repercussions it could have on Europe as a whole. We are pleased to see the environment set at the first topic on the agenda so that we can come together as a European Community and publish a feasible document that would be implemented to stop this impending crisis.
The situation being that it is, Belgium is not against improving environmental conditions, but rather that even though it needs to be done, many nations including Belgium are not ready to make such a drastic change. Change must take place carefully and slowly for it to be solid and successful. Belgium is not ready economically and socially for such dramatic and strict change to policy.
Of course all the solutions put in a document we would pass would be gradual and have different clauses catered to countries at different levels of development. Portugal see the concern that Belgium has put forth and hopes all nations will note it when trying to implement changes to existing structures that individual nations have.
