Committee Structure
Dear Delegates,
As you know, the European Union is a specialized committee, and as such we will be adhering to different committee rules and standards.
First, each of you will be representing the heads-of-government of your nation, so do some research on his/her biography.
Second, you will be authoring a comprehensive European constitution on the topics of the environment, security, and enlargement. Each of these issues will be addressed in a single document which must be approved by ALL nations in attendance. Everything in this committee must be agreed upon by consensus.
Third, the order of the topics will be 1) environment, 2) security, and 3) enlargement. We will not deviate from that order.

Portugal is pleased at this agenda seeing as the most critical issue at hand is the environmental crisis. We are looking forward to coming to a comprehensive solution with the other nations. We also stress that compromise will be key when tackling these issues, nations must be willing to give a little for the good of Europe.

im so confused. i researched my head of state and it says that the president of Austria is the head of state. can this be right? im very excited to meet everybody on friday.

Sorry everyone - to clarify - its your head of government, not head of state, so for Austria it would be the chancellor.
